Budget-owner mapping — who pays, who signs, and when

Stage this page moves: → stage 4, budget owner identified (page 00). Buyer page the signer gets: procurement packet; for recharge-funded groups, for core facilities.

A lab can love the result and still never buy, because the person who uses the service is often not the person whose budget pays or who signs. Map it per target before the proposal, not after.

The columns (in design-partner-targets.csv, sign-in)

design-partner-targets.csv carries five budget-owner columns. Fill them by researching public pages; mark unknown rather than guess. Confirm every one on the qualification or design-partner call and correct the row.

Column What goes in it Allowed values
pi_name the principal investigator or group lead who would own the engagement a name from the lab page
core_facility_recharge whether the group's instrument runs as a recharge/core facility, which changes who pays y + rate-card URL · n + reason · unknown
budget_source_type where a $10,000 (Software) or $25,000 (Hardware) engagement would most likely be paid from grant · core-facility · QA · dept · industry-contract (contract-research institutes and industry-funded groups)
likely_signer the role that signs a service agreement (never a guessed name) PI · contracts office · department admin · QA manager, with "(approves)/(signs)" when they differ, and "- confirm" until a call confirms it
decision_window when money is spendable and decisions get made fiscal-year end, grant cycle, or unknown; cite the source when it is institution-specific

As of 2026-10-12 the 30 rows are filled from public sources: pi_name and budget_source_type on all 30; decision_window on all 30 (institution fiscal-year ends; Universite Laval and University of Dayton verified from their audited statements, the rest from the national/institutional norm and marked for confirmation); likely_signer is a role default marked "- confirm" on every row; core_facility_recharge is unknown on 28 rows — only Fraunhofer IPM (contract-research institute) and the MIT LBRC row, marked "re-check: possibly decommissioned" (the NIH resource was free-of-cost and is reported no longer in service; verify the group's current home before any outreach) are filled.

Question Where to look
Who is the PI; is there a core facility the lab page, the department's "facilities" or "core labs" page, the evidence URL already in the row
Recharge rates the university's core-facility rate cards (often "recharge centers" or "service centers" under research administration); search site:<university domain> recharge rates
US grants: who holds money, how much, until when NIH RePORTER (project period and budget end per award), NSF award search (start/end dates, amounts)
UK grants UKRI Gateway to Research
EU grants CORDIS
German grants DFG GEPRIS
Swiss grants SNSF (grant data portal linked from there)
Fiscal-year end the institution's audited financial statements (search <university> financial statements year ended)
Who signs service agreements the sponsored-programs / research-contracts office page; "how to buy services from an external vendor" pages

Typical fiscal-year ends to start from (confirm per institution): US universities June 30; UK universities July 31; Canadian universities vary (Laval April 30); Hong Kong June 30; Japan and India March 31; Germany, Switzerland, Austria, Poland, China and Korean public institutes usually the calendar year.

Editing rule

Edit the source marketing/icp/design-partner-targets.csv by key (match the org value, and person for the two SIOM rows) — never by row position — then rebuild with venv/bin/python scripts/build_gtm_playbook.py so the signed-in copy updates.

Artifact: the five columns filled or unknown for every row you own, and a decision_date for every row at stage 4.
